The city of Shakaana
The ancient and hidden city of Shakaana is home to a strange culture of people called the Shaakans.
This mysterious city may seem like a fine land behind its high walls, where its people, wearing purple clothes and cloaked robes, go about their own everyday business. Yet the Shaakan community holds a very terrible and deadly secret: they worship a "god" they call Shaaka, who is really Shao Kahn in disguise. Because of his deceptive and egomaniacal form, every aspect of their culture, from children's games to clothing and legends, reflects this blind worship of the Konquerer himself. The Shaakans don't appear to have farms or livestock, but a man inviting the Earthrealm warriors in claims that Shaaka provides for their needs regardless and that he asks for their love in return; he also says that Shaaka has "a plan" for the Shaakans and was to come back to the city that very night.
Encounter with the people of Shakaana
At first, Kung Lao and his friends didn't believe Dion, Taja's old friend, when he presented the evidence. But they later discover that the Shaakans were being lied to by Shao Kahn's so-called "disciples", particularly his Shadow Priests, into believing they would achieve salvation in a mystical paradise-like realm called "Far-land" (really Outworld). However, the people were so naive and careless that they refused to believe and accept the truth. Dion is also revealed to be a traitor, aligning herself with Shao Kahn. After saving Kung Lao from being killed by one of the Shadow Priests, Raiden ordered all the citizens of Shakaana to leave and abandon their city.

- After they obtained a scarf from her, a Shakaan saleswoman shown a carpet with a strange imagery, explaining the symbolism of her "god" and his disciples. The 6 of the 9 certain images of Shao Kahn's "angels", are really the images of a six-armed part Shokan/part Centaur warrior, a Saurian in serpent form, the sorcerer Shang Tsung, a Shadow Priest, a Tarkatan, and a corrrupted Queen Sindel of Edenia.
- In Shakaana, the citizenry do not seem to have any form of currency, or at least choose not to do so—in fact, a Shaakan saleswoman at first is confused when Dion asks how much the scarf that she gave her costs.
- When Raiden expels the Shaakans from their city, a man can clearly be seen towing a fruit cart containing what appear to be oranges, contradicting one Shaakan individual's claim that there were no farms or livestock in the city.
